AB Umweltpolitische Governance

Ist von Governance die Rede, zielt der Begriff auf einen Formenwandel in der Art der politischen Regulierung gesellschaftlicher Herausforderungen. Über die von Regierungen eingesetzten Top-Down-Mechanismen zur Verhaltensregulierung hinaus geht es dabei um das Zusammenwirken verschiedener Akteure aus Politik, Wirtschaft, Zivilgesellschaft und Wissenschaft bei der Formulierung und Implementierung politischer Programme. Dieser Trend zeigt sich besonders deutlich in der Umweltpolitik.

Der 2010 gegründete Arbeitsbereich „Umweltpolitische Governance“ am Lehrstuhl für Wald- und Umweltpolitik der TU München widmete sich dieser Thematik mit folgenden Schwerpunkten:

• Zum einen untersuchen die Mitglieder des Arbeitsbereichs, welche Akteursgruppen an umweltbezogenen Politikprozesse und -entscheidungen (z.B. im Hinblick auf Umweltschutzfinanzierung) mitwirken, welchen diskursiven Einfluss sie ausüben und welche Art von Konflikten sich in der Zusammenarbeit ergeben.
• Darüber hinaus wird die Diffusion, Implementierung und Wirkung globaler Normen und Konzepte auf nationaler und lokaler Ebene erforscht (z.B. nachhaltige Entwicklung, partizipatives Waldmanagement, REDD+, ergebnisbasierte Finanzierung).
• Von besonderem Interesse ist hierbei die Rolle supra- und internationaler Institutionen, deren institutionelle Entwicklung, interne Dynamik, externe Wahrnehmung und Legitimierung.
• Einen weiteren Schwerpunkt bilden Fragen des Zusammenwirkens von Wissenschaft und Politik; untersucht werden die Generierung und Verbreitung von (Experten-) Wissen sowie die damit verbundene Entstehung von hegemonialen Diskursen und Wissenshierarchien in umweltrelevanten Politikbereichen.
